I tested hundreds of different speed/power/pass variations with test grids and these settings give the best quality and speed with Bambu Lab's PLA Basic Turquoise (Color code #10605).
Pigments vary by manufacturer and by color so these settings might not be perfect for other blue PLAs but they might be a good starting point.
